Florida has all the pieces needed to move toward clean energy including wind, solar, biofuels, and geothermal technology. It however, lacks a market that ensures stability in clean energy production. With incentives for electric companies only encouraging the growth and production of petro-based fuels, it will be an up-hill battle to move away from dirty energy in Florida.
In 2007, Gov. Charlie Crist proposed a 20% renewable portfolio standard by 2020. The proposed legislation was only passed by the Senate in 2009, it was then declined by the House of Representatives.
This year, HB 7229, a House energy bill that would allow for utilities to charge customers for the cost of renewable energy failed to pass the Senate. Instead the Legislature approved HB 7179, which allows municipalities to finance renewable energy and conservation improvements for homes. HB 7179, also known as PACE legislation is a step forward, but it is not enough to drive the type of innovation we seek. More must be done.
